Authorizes the Department of Food and Agriculture to provide incentives (loans, grants, research, technical assistance) to farmers whose practices reduce greenhouse gas emissions or increase carbon storage in agricultural soils and woody biomass

Allocates $25,000,000 from the Greenhouse Gas Reduction Fund to support projects demonstrating agricultural management practices that reduce emissions and increase carbon storage, including soil-building, irrigation efficiency, alternative energy, and wildlife habitat conservation

Establishes an Environmental Farming Science Advisory Panel with 9 members (appointed by environmental protection, natural resources, and food and agriculture secretaries) to advise on environmental farming programs and provide biennial reports to the Legislature and Governor

Requires the Strategic Growth Council to establish a grant program by fiscal year 2015-16 as part of the Sustainable Agricultural Lands Conservation Program to provide financial incentives for farmers adopting land management practices that reduce greenhouse gas emissions and sequester carbon

Continuously appropriates 2% of annual Greenhouse Gas Reduction Fund proceeds to the Strategic Growth Council for agricultural land protection consistent with the grant program
