Increases the maximum number of distinctive decals and identifiers that the Department of Motor Vehicles can issue for clean alternative fuel vehicles to use HOV lanes from 70,000 to 85,000.

Applies to vehicles meeting California's SULEV, ULEV, enhanced AT PZEV, or TZEV emission standards, allowing them to use high-occupancy vehicle lanes regardless of occupancy with a valid identifier.

Permits replacement identifiers for vehicles that are total loss salvage or nonrepairable vehicles, if the owner applies within six months of the loss declaration.

Authorizes these vehicles to receive toll-free or reduced-rate passage on high-occupancy toll lanes and certain Bay Area toll bridges.

Takes effect immediately as an urgency statute and remains in effect until January 1, 2019, or until federal authorization expires, whichever occurs first.
