Establishes the Green Assistance Program to be administered by the Secretary for Environmental Protection in concert with environmental justice programs.

Provides technical assistance to small businesses, small nonprofits, and disadvantaged communities in applying for Greenhouse Gas Reduction Fund allocations, including information on available programs, eligibility requirements, deadlines, and referrals to designated agency contacts.

Requires the Secretary to conduct outreach activities to inform eligible applicants about the program and may coordinate outreach with other state agencies, local agencies, and nonprofits.

Program shall operate using existing resources already appropriated to the Secretary for Environmental Protection through the annual Budget Act, requiring no additional appropriation.
