Requires the High-Speed Rail Authority to allocate at least 25% of its continuously appropriated greenhouse gas reduction fund moneys to projects that reduce or offset greenhouse gas emissions directly associated with high-speed rail construction and improve air quality.

Prioritizes funding for emissions reduction measures and projects located in communities designated as extreme nonattainment areas.

Eligible projects include public transit improvements, congestion reduction measures, alternative transportation infrastructure, natural systems for carbon sequestration, and low/zero-emission equipment for transportation and construction.

Establishes a 35% continuous appropriation from the fund for transit, affordable housing, and sustainable communities programs, with specific allocations to various transportation and housing initiatives.

Makes an appropriation to expand the purposes of the continuous appropriation from the Greenhouse Gas Reduction Fund.
