CA SB412

Establishes the California Promise program requiring California State University campuses to pledge support for students to earn a baccalaureate degree within 4 academic years (or 2 years for community college transfer students).

Mandates minimum campus participation: 8 campuses by 2017-18 academic year for first-time freshmen, 15 campuses by 2017-18 for transfer students, and 20 campuses by 2018-19 for transfer students.

Requires qualifying students to be California residents and commit to completing at least 30 semester units per academic year; guarantees participation for low-income students, first-generation college students, students from underrepresented communities, and transfer students.

Requires CSU trustees to provide priority registration and academic advisement to participating students, and to submit a detailed report to the Legislature by July 1, 2021 on program participation and graduation rates disaggregated by student demographics.

Sunsets the program on January 1, 2026, unless extended by later legislation.
