Requires the Department of Toxic Substances Control to convene a Retail Waste Working Group comprised of representatives from large retailers, small retailers, district attorneys, local governments, manufacturers, and other stakeholders.

Working group must consider and make findings and recommendations on regulatory and statutory requirements for managing surplus household consumer products, including products that may be classified as hazardous or pharmaceutical waste.

Working group must provide recommendations to facilitate donation, liquidation, and sale of surplus household consumer products and identify waste reduction opportunities while clarifying management requirements.

Defines "surplus household consumer product" as a household consumer product that cannot or will not be sold through its primary market.

Working group must report its findings and recommendations to the Legislature by June 1, 2017.
