Prohibits mass mailings from being sent within 90 days preceding an election by or on behalf of candidates for city, county, or special district elective office.

Defines "mass mailing" according to existing Fair Political Practices Commission regulations (over 200 substantially similar pieces of mail, with certain exceptions).

Establishes willful violations as misdemeanor offenses punishable under the Political Reform Act of 1974.

Declares the bill furthers the purposes of the Political Reform Act of 1974, allowing passage by 2/3 vote of each house rather than simple majority.

Specifies no state reimbursement to local agencies is required because costs result only from changes to crime definitions and penalties.
