Includes pupils redesignated as fluent English proficient (RFEP) in the definition of "unduplicated pupils" for local control funding formula purposes until statewide redesignation standards are adopted after January 1, 2016, or July 1, 2019, whichever occurs first.

Allows county superintendents, school districts, and charter schools to receive 50% of supplemental and concentration grant add-ons for RFEP pupils in the first fiscal year after redesignation, and 25% in the second fiscal year after redesignation.

Requires school districts and county offices of education to identify specialized programs or services provided to RFEP pupils in local control and accountability plans to help them maintain English proficiency and access academic content standards.

Mandates reporting of RFEP pupil data through the California Longitudinal Pupil Achievement Data System and inclusion of annual goals for RFEP pupils in local control and accountability plans.

Makes implementation of these provisions contingent upon an appropriation in the annual Budget Act.
