SB 463 Summary

• Establishes the Safe and Supportive Schools Train the Trainer Program to develop statewide professional development and trainer networks for research-based school improvement strategies in underserved regions.

• Designates a county office of education as fiduciary agent to develop or identify professional development activities focused on Schoolwide Positive Behavior Interventions and Supports (SW-PBIS), restorative justice, social-emotional learning, trauma-informed practices, and cultural competency.

• Allocates one-time funding from the Budget Act of 2015 for regional conferences, trainer stipends, coaching networks, best practice dissemination, and evaluation tools to support school districts implementing these strategies.

• Requires the designated county office to consult with stakeholders and creates a focus on hard-to-serve areas lacking access to trainers in research-based approaches.

• Requires all program funding to be expended by January 1, 2019.
