• Expands exemptions from public insurance adjuster licensing to include persons negotiating life/health insurance claims and those settling subrogation claims between insurers.

• Replaces interim licenses with apprentice public insurance adjuster licenses valid for up to 12 months, requiring completion of a 20-hour prelicensing course and supervision by a licensed adjuster.

• Adds new eligibility requirements for nonresident licenses, including requirement that applicant's home state must award nonresident licenses to California residents on the same basis.

• Increases licensing fees including application fee to $240, renewal fee to $240, and apprentice license fee to $100; updates examination and other administrative fees.

• Creates penalty for failing to meet continuing education requirements by placing license on inactive status until compliance is demonstrated; maintains felony charge for falsifying fingerprints or photographs.
