Authorizes the Governor to declare a candidate for legislative office elected if only one candidate qualifies for the special primary election ballot, canceling both the primary and general elections.

Requires the Governor to rescind the special election proclamation if a candidate is declared elected under this provision or under existing provisions allowing early declarations.

Clarifies that candidates are declared elected by the Secretary of State for purposes of existing provisions requiring declaration when a candidate receives a majority of votes or is the only qualified candidate for the general election ballot.

Takes effect immediately as an urgency statute to prevent unnecessary expenditure of state and local funds on special elections.
