SB 499 Summary

• Establishes a new "best practices teacher evaluation system" for teachers effective July 1, 2018, requiring evaluation based on accomplishing specific objectives and multiple observations by trained evaluators, replacing the previous evaluation framework.

• Requires school districts and county offices of education to evaluate permanent teachers with 10+ years of service at least every 3 years (changed from every 5 years), except as locally negotiated.

• Creates a new school administrator evaluation system effective July 1, 2018, focused on supporting administrators as instructional leaders with evaluation based on promoting pupil success, maintaining safe school culture, and managing effective learning environments.

• Requires school districts and county offices of education to develop evaluation systems through local negotiations with collective bargaining units, with public hearings on or before May 1 each year before negotiations begin.

• Adds both the teacher and administrator evaluation systems to state-mandated local program funding available through block grants to school districts, county offices of education, and charter schools.
