Expands the definition of "pedicab" to include four-wheeled, pedal-powered devices with seating for 8 or more passengers, a maximum speed of 15 mph, used for transporting passengers for hire.

Requires four-wheeled pedicabs to have a maximum capacity of 15 passengers, valid local authorization, annual safety inspections, and seatbelts, seat backs, brakes, reflectors, headlights, and grab rails.

Mandates operators be at least 21 years old with a valid California driver's license and maintain minimum $1,000,000 general liability insurance plus $500,000 umbrella insurance coverage.

Prohibits operation on freeways and highways with speed limits exceeding 30 mph, requires annual accident reporting to the California Highway Patrol, and restricts passenger loading/unloading to non-roadway locations.

Establishes temporary requirements through January 1, 2020, allowing alcohol consumption on pedicabs only if authorized locally, with an onboard safety monitor age 21 or older present and alcohol provided only by passengers in sealed containers.
