Creates a statewide Veterans' Home Morale, Welfare, and Recreation Special Fund (MWR Fund) as a continuously appropriated fund in the State Treasury to replace individual home-level funds.

Requires administrators of each veterans' home to establish a Morale, Welfare, and Recreation Operating Fund (MWRO Fund) and an MWR Advisory Committee to oversee budgeting, contracts, investments, and expenditures for quality of life activities.

Allocates MWR Fund disbursements proportionally based on each home's share of the total veterans' home population, with authority for the Secretary of Veterans Affairs to provide additional allocations based on factors such as age, size, population, and historical significance.

Prohibits use of MWR Fund moneys for medical care, major capital improvements, or activities unrelated to morale, welfare, and recreation of residents.

Requires the Department of Veterans Affairs to maintain a $3,000,000 minimum reserve in the MWR Fund and submit annual itemized reports by August 20 to the Legislature, Department of Finance, and veteran councils regarding fund deposits and expenditures.
