Declares state policy that water use and water treatment shall operate as energy efficiently as feasible, and energy use and generation shall operate as water efficiently as feasible.

Requires all relevant state agencies to consider this water-energy efficiency policy when revising, adopting, or establishing policies, regulations, and grant criteria pertinent to water and energy uses.

Protects the rights and responsibilities of public water systems and public utilities from infringement by this policy.

Defines "feasible" as accomplishable within a reasonable timeframe, considering life-cycle analyses, cost-effectiveness, existing plans, demand forecasts, and environmental, social, public health, and technological factors.
