Extends the delta levee maintenance reimbursement program authorization from July 1, 2018 to July 1, 2020, maintaining the 75% reimbursement rate for eligible costs exceeding $1,000 per mile during this period.

Beginning July 1, 2020, reduces the reimbursement rate to 50% of costs incurred in excess of $1,000 per mile and caps total annual General Fund reimbursements at $2,000,000.

Extends authorization for advance funding to local agencies until July 1, 2020, allowing advances up to 75% of the estimated state share for levee maintenance and improvement projects.

Requires local agencies to provide information or studies regarding their ability to pay for levee maintenance, which the department uses to determine maximum allowable reimbursement levels.

Repeals both reimbursement and advance authorization provisions effective January 1, 2021, unless extended by subsequent legislation.
