Defines "time of processing applications" as the period from when the California Victim Compensation and Government Claims Board receives an application until a determination is made and notice is sent to the applicant.

Requires the board to post annual reports on its website showing progress, average processing time, number of applications approved, number denied, and number of incomplete applications received.

Maintains existing requirement that the board approve or deny applications within an average of 90 calendar days and no later than 180 calendar days of acceptance.

Requires the board to notify applicants in writing of reasons for any failure to approve or deny an application within 180 days.

Requires quarterly reports to the Legislature only if the board fails to meet the 90-day average standard, continuing until the standard is met for two consecutive quarters.
