Requires children to remain eligible for child care services for the remainder of the program year after initial enrollment in a state or federally funded child care program.

Allows families whose services would be terminated due to no longer meeting income or eligibility criteria to continue receiving services by transferring enrollment to another state or federally funded child care program if the contractor can arrange the transfer before termination.

Establishes legislative intent to create a stable, comprehensive early learning system for children from birth to five years, including high-quality services, trained educators, health support, and services for low-income families.

Permits the Superintendent to extend the 60-working-day employment search period by an additional 60 days in geographic areas with high unemployment or seasonal agricultural jobs.

Maintains existing requirements for physical examinations, immunizations, and health screening prior to or within six weeks of enrollment, with religious belief exemptions available.
