Governor must appoint a Chief Data Officer by June 1, 2016, subject to Senate confirmation, who reports to the Secretary of Government Operations.

Chief Data Officer must create a statewide open data portal by January 1, 2017, and ensure at least 150 data sets are published by June 1, 2017.

State agencies identified by the Chief Data Officer must appoint a data coordinator by August 1, 2016, and publish inventories of available data sets on the portal by November 1, 2016.

Chief Data Officer must create an open data roadmap and annual progress reports, and establish an open data working group of agency data coordinators meeting at least quarterly.

All data published on the portal must comply with state and federal privacy laws, including the California Public Records Act and Health Insurance Portability and Accountability Act.
