SB 586 Summary

• Establishes the Whole Child Model program, effective no sooner than July 1, 2017, allowing California Children's Services (CCS) to be incorporated into Medi-Cal managed care plans operated by county organized health systems or Regional Health Authorities in 21 specified counties.

• Extends the prohibition against CCS services in managed care contracts from January 1, 2017 to January 1, 2022, pending completion of an independent evaluation of program outcomes and performance.

• Requires managed care plans participating in the program to meet stringent readiness criteria, including adequate CCS provider networks, case management services, care coordination, and compliance with all CCS program standards and guidelines.

• Establishes a statewide stakeholder advisory group (through December 31, 2021) comprising CCS providers, families, health plans, regional centers, and other stakeholders to oversee implementation and recommend monitoring processes.

• Mandates an independent evaluation comparing Whole Child Model performance to traditional CCS programs, with results reported to the Legislature by January 1, 2021, and prohibits any reduction in CCS benefits or eligibility levels.
