Requires the Governor to designate annually the date corresponding with the start of the Asian lunar calendar as Asian Lunar New Year's Day, a day of special significance under existing law.

Encourages all public schools and educational institutions to conduct exercises and programs observing Asian Lunar New Year with appropriate activities.

Finds that California is home to over six million Asian and Pacific Islander Americans, with over 2.5 million Californians of Chinese, Korean, and Vietnamese descent predominantly celebrating the Asian Lunar New Year.

Recognizes the Asian Lunar New Year as a time of feasting and renewing family ties celebrated in many Asian communities throughout California and the United States.
