Establishes the Office of the Safety Advocate within the Public Utilities Commission to advocate for continuous, cost-effective improvement of public utility safety management and performance until January 1, 2020

Requires the office to advocate as a party in commission proceedings for effective utility safety management, infrastructure improvements, and transparency of safety information including past performance records

Directs the office to recommend improvements to the commission's safety management policies, procedures, and safety culture, and to inform the official record on safety-related risks in applicable proceedings

Mandates the office provide annual reports by January 10 to legislative fiscal and policy committee chairs detailing actions taken to improve commission and utility safety policies, proceedings participated in, and testimony filed

Office authority and existence automatically expires on January 1, 2020, unless the Legislature enacts legislation before that date to extend or delete the sunset provision
