• Expands optometrist scope of practice to include habilitative services and authorizes use of nonsurgical technology to treat authorized conditions

• Permits certified optometrists to collect blood samples, perform skin tests for allergies, use mechanical lipid extraction of meibomian glands, and administer certain immunizations (influenza, herpes zoster, pneumococcus)

• Establishes certification pathways for optometrists to use anterior segment lasers and perform minor procedures (lesion removal, wound closure, injections) with board-approved courses and fees capped at $150 each; immunization certification fee capped at $100

• Removes mandatory referral requirements for central corneal ulcers and allows optometrists to consult with physicians when conditions are beyond their scope rather than mandatory referrals

• Directs Office of Statewide Health Planning and Development to designate a pilot project testing expanded optometrist roles in managing diabetes, hypertension, and hypercholesterolemia
