Establishes the Homeless Youth Basic Material Needs Assistance Program under the State Department of Social Services, funded from Temporary Assistance for Needy Families (TANF) block grant appropriations not to exceed $5,000,000 annually.

Requires the department to contract with nonprofit organizations to provide basic material needs assistance to homeless youth, including school supplies, dental supplies, hygienic products, shoes, socks, and underwear.

Mandates contracted nonprofit organizations provide a 100% matching funds requirement, either through cash or in-kind materials verified by donors at no more than retail market value.

Requires nonprofits to form partnerships with local educational agencies and their homeless liaisons, prioritizing assistance for hygiene, dental, and school supply needs.

Mandates contracted nonprofits submit reports to the department after each distribution cycle and requires the department to collect and issue a comprehensive report after three years of program operation detailing youth assisted, services provided, and outcomes.
