Requires the Department of Developmental Services to submit a plan to the Legislature by April 1, 2016, for closing the Sonoma Developmental Center and Fairview Developmental Center by December 31, 2018 (or no later than December 31, 2019 if infeasible).

Plan must include staff reduction strategies, property use options (including leasing, community housing development, or commercial development), and revenue projections in consultation with the Department of General Services.

Establishes legislative intent to minimize state spending on developmental center units that are decertified or at risk of decertification for health and safety violations, prioritizing resident transfers to community-based residences.

Directs funds previously used for developmental center operations to be shifted to support community-based services for individuals with developmental disabilities.

Cites current developmental center costs of approximately $504,000 per resident compared to $17,000 per community-based resident, and notes federal funding losses due to health and safety violations.
