Allows programs to determine specific grades to serve based on local needs rather than requiring service to all kindergarten through grade 9 pupils.

Changes legislative intent to require all attending pupils to participate in full-day before or after school program components for each day attended, removing separate minimum hour requirements for elementary versus middle/junior high students.

Permits programs to implement flexible attendance schedules for middle school and junior high students with priority enrollment given to daily attendees.
