Authorizes the Director of General Services to modify the terms and conditions of a property transfer to the Housing Authority of the City of Santa Clara (approximately six acres, Assessor's Parcel Number 303-17-053) to allow residential development.

Permits the property to be developed with both affordable housing units (for extremely low, very low, or low to moderate income residents) and market-rate residential units.

Requires the Housing Authority of the City of Santa Clara to pay the difference between the actual price paid for the property and its fair market value to the Department of General Services if the property is used for residential development.

Makes the City of Santa Clara solely responsible for California Environmental Quality Act compliance and requires the city to indemnify and defend the state from all claims or liabilities arising from the exercise of these rights.

Declares the act an urgency statute effective immediately, citing the San Francisco Bay area's affordable housing crisis and the urgent need for additional housing units.
