Authorizes the Department of Alcoholic Beverage Control to issue a special nonprofit sales license to a nonprofit mutual benefit corporation affiliated with a public university in a county of the 28th class that offers viticulture and enology courses.

Permits the nonprofit licensee to accept transfer of and sell up to 20,000 gallons of wine per year produced by the university to consumers for off-premises consumption or to other wine licensees.

Allows the university to transfer wine it produced, including donated or purchased wine used for educational or experimental purposes, to the nonprofit licensee without holding an alcoholic beverage license.

Sets the original license fee at $500 and annual renewal fee at $100, with both deposited in the Alcohol Beverage Control Fund.

Establishes that the nonprofit board must include the Dean of the College of Agricultural and Environmental Sciences, Chair of the Department of Viticulture and Enology, and Chair of the Department of Food Science and Technology from the university.
