Expands who may purchase alcoholic beverages at establishments holding a veterans' club license to include members of other veterans' organizations, active duty or reserve Armed Forces members, and veterans, in addition to members of the issuing organization and their guests

Allows veterans' club license holders to exercise all rights and privileges of an on-sale general license for consumption within the licensed establishment only

Eliminates the requirement for bona fide members, guests, active duty or reserve members, or veterans to sign in to a roster before purchasing or being served alcoholic beverages

Maintains that veterans' club licenses are non-transferable to another person and that Article 2 provisions regarding license transfers do not apply
