SB 693 Summary

• Establishes general requirements for skilled and trained workforce commitments in public contracts, requiring contractors and subcontractors at every tier to use registered apprentices or skilled journeypersons for apprenticeable occupations in building and construction trades.

• Requires minimum percentages of skilled journeypersons to be apprenticeship program graduates: 30% for work performed on/after January 1, 2017, increasing to 60% by January 1, 2020.

• Applies skilled and trained workforce requirements to school district lease-purchase agreements, design-build contracts, Los Angeles Unified School District best value procurement, county best value contracts, Department of General Services projects, and Department of Corrections and Rehabilitation projects.

• Exempts contracts with project labor agreements that bind all contractors to use a skilled and trained workforce, and exempts contracts advertised or awarded before January 1, 2017.

• Requires contractors to provide monthly compliance reports to public entities, which are public records, with payment withheld until complete or compliant reports are submitted.
