Extends the exemption for agricultural packing plants in Lake County to employ minors ages 16-17 for up to 10 hours per day and 48-60 hours per week during peak harvest season until January 1, 2022 (previously set to expire January 1, 2017).

Requires the Labor Commissioner to inspect affected agricultural packing plants prior to issuing or renewing exemptions under this section.

Mandates affected employers to file annual written reports to the Labor Commissioner by October 1 each year detailing the number of minors employed and hours worked on a weekly basis.

Requires the Labor Commissioner to submit a report to the Legislature by November 1, 2020, describing working conditions for minors in agricultural packing plants from October 1, 2016, to October 1, 2020, including employment numbers, exemptions issued, inspections conducted, workplace injuries, and labor law violations.

Maintains requirement for prior written approval from the Lake County Office of Education before minors can be employed under this exemption.
