Extends suspension of State Transit Assistance efficiency standards through the 2015-16 fiscal year, allowing transit operators to receive operating funds without meeting specified cost-per-hour requirements.

Revises High-Speed Rail Authority peer review group qualifications and changes project update reporting from twice yearly to once every two years starting March 1, 2017; repeals specific staffing and contract management reporting requirements.

Authorizes California Transportation Commission to relinquish Tower Bridge (State Route 275) to one or more cities; deems bridge in good repair for relinquishment purposes through July 1, 2016 if not structurally deficient and rated satisfactory.

Extends fish passage barrier assessment and remediation reporting requirements through 2025 and appropriates $5,000,000 from State Highway Account for identification and remediation of high-priority fish passages.

Increases limit on clean air vehicle HOV lane identifiers from 70,000 to 85,000; transfers assets from Transportation Investment Fund and Pedestrian Safety Account to State Highway Account; authorizes Sacramento County to allocate up to $700,000 for soundwall construction near State Route 80.
