SB 77 Summary

• Establishes the Adult Education Block Grant Program administered by the Chancellor of California Community Colleges and Superintendent of Public Instruction to coordinate and fund adult education services across regional consortia.

• Increases child care reimbursement rates: standard rate from $9,024.75 to $9,572.50 per unit of average daily attendance, and sets full-day state preschool rate at $9,632.50, with annual cost-of-living adjustments beginning 2016-17.

• Allows San Francisco indefinitely to operate its individualized county child care subsidy plan instead of the previously limited pilot program ending in 2018.

• Increases regional market rate ceilings for CalWORKs child care by 4.5% effective October 1, 2015, and raises reimbursement to license-exempt providers from 60% to 65% of family child care home rates.

• Appropriates $3.098 billion to school districts and $604 million to community colleges for one-time purposes; appropriates $490 million for teacher and administrator training and professional development across 2015-2018 fiscal years.
