Requests University of California to conduct a study on motor vehicle registration fraud and failure to register vehicles, including analysis of problem magnitude, costs to state and local governments in lost revenues, and recommended compliance strategies, with report due by January 1, 2018.

Requires Department of Motor Vehicles to enter into an agreement with University of California to share vehicle registration information for the study, and requires California Highway Patrol to provide information on its registration fraud enforcement efforts including the CHEATERS program.

Requires Department of Motor Vehicles to post detailed instructions on its website and other public outreach venues describing how motorists can prevent theft of vehicle registration tabs.

Study provision expires January 1, 2021, unless extended by later legislation enacted before that date.
