Authorizes courts to impose fines of $500 to $2,000 on defendants who agree to provide, provide, or solicit money or other consideration for any lewd act, with fines adjusted based on defendant's ability to pay.

Requires 75% of fines collected under this provision be retained by counties and used to fund shelter, counseling, and exit programs for victims of commercial sexual exploitation and sexual abuse.

Restructures prostitution offense penalties by moving fine provisions into subdivision (b) while maintaining existing imprisonment terms of up to 6 months for first offenses.

Maintains increased minimum jail sentences for repeat prostitution offenses: 45 days minimum for one prior conviction and 90 days minimum for two or more prior convictions.

Clarifies that prosecution requires not only agreement to engage in prostitution but also some additional act in furtherance of the offense committed within California.
