Adds Section 84908.5 to Education Code to allow joint powers authorities (composed of community college districts, school districts, or county offices of education) to request certification of state funds expended for adult career technical education in the 2012-13 fiscal year.

Requires the Chancellor of California Community Colleges and Superintendent of Public Instruction to apportion funds directly to qualifying joint powers authorities equal to the certified amount from the 2015 Budget Act.

Joint powers authorities receiving apportionments must meet a threshold where certified adult career technical education spending equals or exceeds 40 percent of total state funding received in 2012-13 fiscal year.

Requires joint powers authorities receiving apportionments to be members of an adult education consortium as a condition of receipt.

Declares the act an urgency statute effective immediately to allow joint powers authorities to meet current year statutory deadlines for establishing maintenance of effort levels.
