Creates exemption from Department of Alcoholic Beverage Control qualification requirements for passive investors in private equity funds holding alcoholic beverage licenses, subject to conditions including fund advisor registration and investor holdings limited to 10 percent.

Removes January 1, 2016 sunset date on promotional events, allowing authorized licensees' employees to appear indefinitely at off-sale retail premises for autographs under specified conditions.

Limits beer manufacturers to exercising retail privileges at no more than 6 locations regardless of number of beer manufacturer licenses held alone or under common ownership with other licensed beer manufacturers or on-sale retailers.

Permits inclusion of alcoholic beverages as incidental part of prize packages in consumer contests and sweepstakes, while maintaining prohibition on alcoholic beverages as primary prizes.
