Expands notification methods for the State Board of Equalization to notify service suppliers of new surcharge rates beyond mail to include electronic mail and Internet website postings.

Makes technical corrections to cross-references in the Revenue and Taxation Code related to prepaid mobile telephony services surcharge calculations and the Public Utilities Commission's computation methods.

Declares the act an urgency statute to take effect immediately to allow time for implementing regulations for the recently enacted Prepaid Mobile Telephony Services Surcharge Act and Local Prepaid Mobile Telephony Services Collection Act.
