Makes it an infraction to knowingly and intentionally operate an unmanned aircraft or unmanned aircraft system on public school grounds or within 350 feet above ground level over school airspace during school hours without written permission from the school principal or designee.

Makes it an infraction to knowingly and intentionally use an unmanned aircraft or unmanned aircraft system to capture images of public school grounds during school hours without written permission from the school principal or designee.

Defines "school hours" as any school session, extracurricular activity, or event sponsored by the school, plus the one-hour periods immediately before and after such activities.

Provides a warning for first violations and a fine of no more than $200 for subsequent violations; exempts news media, law enforcement, and entities authorized by the Federal Aviation Administration.

Specifies that no state reimbursement is required for local agencies or school districts implementing the new infraction.
