Creates new crime in Penal Code Section 402.5 making it unlawful to knowingly, intentionally, or recklessly operate an unmanned aircraft or unmanned aircraft system that prevents, delays, or interferes with firefighting efforts

Defines "unmanned aircraft" as an aircraft operated without direct human intervention from within or on the aircraft

Defines "unmanned aircraft system" as an unmanned aircraft plus associated elements including communication links and control components needed for safe operation in national airspace

Violations punishable by up to 6 months in county jail, a fine up to $5,000, or both

Exempts the state from reimbursing local agencies or school districts for costs as the law only creates a new crime penalty under Government Code Section 17556
