Extends the operative date for modified limousine safety requirements (rear windows and doors for emergency exits) from January 1, 2017 to January 1, 2018 for vehicles modified before July 1, 2015.

Requires the Department of the California Highway Patrol to conduct follow-up inspections of tour bus operations between 30 and 90 days after receiving an unsatisfactory compliance rating.

Authorizes the department to immediately order a tour bus out of service if it has multiple safety violations that could constitute an imminent danger to public safety, with the bus prohibited from carrying passengers until violations are corrected and verified within five business days.

Establishes that no state reimbursement is required for local agencies or school districts because any costs result from creating or modifying crime definitions and penalties under existing constitutional provisions.
