Defines "powdered alcohol" as alcohol in powder or crystalline form intended for human consumption either as-is or reconstituted with water or other liquids, excluding vaporized alcohol.

Requires the Department of Alcoholic Beverage Control to revoke or suspend any license held by a licensee who manufactures, distributes, or offers for retail sale powdered alcohol.

Prohibits any person from possessing, purchasing, selling, offering for sale, manufacturing, distributing, or using powdered alcohol.

Makes violation of powdered alcohol prohibitions punishable as an infraction with a fine of up to $500.

Excludes powdered alcohol from the definition of "alcoholic beverage" and "distilled spirits" under state law.
