• Permits transit agencies to apply for reallocation of surplus funds from completed projects or deprioritized expenditures to other eligible program expenses.

• Authorizes transit agencies to obtain letters of no prejudice from the Department of Transportation to spend their own funds on eligible projects and seek future reimbursement from the program.

• Requires transit agencies seeking capital project funding to specify project phases, identify all funding sources, and provide timing for completing subsequent phases through construction or procurement.
