Amends the Budget Act of 2016 by adding $860 million in appropriations from the Greenhouse Gas Reduction Fund to various state agencies for climate and environmental programs.

Allocates $368 million to the State Air Resources Board for clean vehicle rebates, fleet modernization, and heavy-duty vehicle investments.

Provides $135 million to the Secretary of Transportation for transit and intercity rail capital projects, and $80 million to the Natural Resources Agency for urban greening programs.

Includes $40 million to the Department of Forestry and Fire Protection for forest health and urban forestry programs, plus $65 million to the Department of Food and Agriculture for dairy methane reduction and soil health initiatives.

Increases funding for the California Conservation Corps by $3 million from the Department of Forestry and Fire Protection for forest health projects in high fire-risk areas.
