Amends three appropriation items in the Budget Act of 2016: Item 2240-101-6082 for housing programs, Item 2240-105-0001 for emergency housing assistance, and Item 4260-001-3085 for mental health services.

Allocates $10,000,000 from the Housing for Veterans Fund for loans to counties or nonprofit organizations to construct or rehabilitate transitional housing and shelter facilities for homeless veterans.

Designates $10,000,000 from the Emergency Housing and Assistance Fund for the Office of Emergency Services to fund new Homeless Youth Emergency Service Pilot Projects in Orange, Fresno, San Bernardino, and El Dorado counties over five years.

Increases the Department of Health Care Services appropriation from the Mental Health Services Fund by $500,000 (from $13,120,000 to $13,620,000), with $4,000,000 available for state suicide hotlines through June 30, 2019.

Takes effect immediately as a Budget Bill under the California Constitution.
