SB 853 - Budget Act of 2016 Amendments

• Amended the Budget Act of 2016 by revising appropriations across multiple state departments and agencies, including adjustments to the Judicial Branch ($2.4 billion), Department of Social Services ($164+ million), University of California ($3.3 billion), and State Department of Education funding.

• Established a $25 million Court Innovations Grant Program for trial and appellate courts to fund competitive grants focused on collaborative courts ($12 million), self-help and family/juvenile courts ($8 million), and other court efficiencies ($5 million).

• Increased reimbursement rates for California state preschool programs effective January 1, 2017, from $23.87 to $26.26 per day for part-day programs and from $38.53 to $42.38 for full-day programs (10 percent increase).

• Added provisions directing the University of California Regents to enroll at least 2,500 more resident undergraduate students by 2017-18 and adopt a policy limiting nonresident undergraduate enrollment, with potential $18.5 million appropriation increase contingent on meeting these goals.

• Suspended various state-mandated local program requirements during 2016-17 fiscal year and allowed the Department of Finance to adjust appropriations to remove costs for the California Automated Travel and Expense Reimbursement System (CalATERS).
