Exempts health insurers with managed care organization affiliates from gross premiums tax prepayment requirements between July 1, 2016 and June 30, 2019; after June 30, 2019, prepayments calculated as if the tax exemption never existed.

Requires release of child welfare agency records and descriptions of services for child fatalities and near fatalities caused by abuse or neglect, with specified redactions for identifying information and criminal investigations.

Changes the Approved Relative Caregiver Funding Option Program reimbursement request trigger from "any calendar year" to "any fiscal year" when state funding remains unallocated or unutilized.

Appropriates $705,000 from the General Fund to the Department of Rehabilitation for independent living centers primarily funded through federal Rehabilitation Act grants, available until June 30, 2017.

Removes an obsolete reporting requirement for the State Department of Social Services regarding employment of CalWORKs recipients.
