Authorizes housing developers and service providers to operate women-only facilities for female veterans and their children who have experienced military sexual trauma, sexual abuse, harassment, or domestic violence.

Requires women-only facilities to provide supportive housing and services with a gender-specific focus on treating effects of military sexual abuse and trauma.

Defines "women-only facilities" as housing that serves only female veterans and their dependent children, prohibiting occupancy by any other adults.

Finds that approximately one in four women veterans experience military sexual trauma, with female veterans experiencing post-service sexual assault at 12 times the rate of the general civilian female population.

Declares that gender-specific treatment and housing serves a compelling state interest and constitutes a reasonable accommodation under federal fair housing law for PTSD-disabled veterans.
