Revises definition of "performance criteria" for design-build projects to include concept drawings, eliminating the separate definition of concept drawings in Government Code Section 13332.19.

Repeals authorization for Directors of Transportation and General Services to appoint deputies or assistants to represent them on the State Public Works Board.

Returns jurisdiction of public buildings financed by the State Public Works Board to the original state agency that held jurisdiction before financing, rather than transferring to the Department of General Services.

Eliminates the July 1, 2015 expiration date for the State Public Works Board's authority to acquire public buildings by lease from state agencies and lease them back, while requiring a report to the Legislature by June 30, 2017 on the effects of this removal.

Modifies revenue bond procedures by removing interest coupon signature requirements, allowing "not to exceed" interest rates to be set prior to or after bond sales, and authorizing the Treasurer to determine bid methods (net interest cost or true interest cost) for public bond sales.

Adjusts bonding authorization amounts: decreases Phase 1 local jail facility financing from $365,771,000 to $340,866,000, increases Phase 2 from $854,229,000 to $870,074,000, and increases adult local criminal justice facilities financing from $500,000,000 to $509,060,000.
