Establishes a one-time amnesty program for unpaid vehicle code fines and bail with initial due dates on or before January 1, 2013, operating from October 1, 2015, to March 31, 2017.

Allows eligible participants to pay 50% of owed fines or bail in full satisfaction, reduced to 20% for those receiving specified public benefits or with income at 125% or less of poverty guidelines.

Requires courts to issue and file certificates of compliance with the Department of Motor Vehicles within 90 days (or by March 31, 2017, for applications submitted before January 1, 2017) to reinstate driving privileges for amnesty participants.

Maintains all payment plan terms and procedures for applications submitted by March 31, 2017, even after that deadline, and prohibits criminal action against persons paying delinquent fines through the program.

Distributes amnesty program revenues to the Judicial Council ($250,000), Peace Officers' Training Fund (82.20%), and Corrections Training Fund (17.80%) after the initial transfer.
